Nice team beast! Just a couple things:

1.) Why Steel Wing on Staraptor? CC already hits Rock and Ground harder, and Steel doesn't really hit anything else. You could give it Return in exchange, or Double Edge and Reckless as its Ability to pile on the damage.

2.) I'd go with Rest over Dragon Pulse on Milotic since DP doesn't provide any super-effective coverage that Ice Beam doesn't, but if you want a move to hit Water and Ice types neutrally then go with Dragon Pulse.

I have nothing to say about Jirachi, that thing looks like a beast ! (Pun intended lol) lol

3.) Same for Infernape, that thing's a beast as well, I know 'cause I have one lol, but you could go Jolly over Adamant depending on what you wanna outspeed. I haven't tried Adamant yet, so that extra power-boost may actually be worth it.

4.) Sceptile is great, but why Unburden over Overgrow? It already has a frickin' high speed, not much else you can outspeed unless you wanna by-pass a couple Scarfs. And you can't rely on Sun support 24/7, so I'd personally go with Leaf Storm over Solarbeam. Then again, it depends on the situation I guess.

5.) Ninetales is great too, but I'd replace Psyshock with Will-o-Wisp unless you wanna attempt to OHKO Fighting types, then go for it. But I'd rather have them crippled than risk the chance of not KO'ing them and then dying lol

Besides those few minor suggestions, excellent all-around team !

4. unburden is fun, and if you want EV's in HP and atk/spatk. it will get 400+ speed with its newly built in bulk.
5. yeah, this seems like a good suggestion too.

adding one suggestion:

leftovers instead of kings rock on jirachi. it already has scerene grace, so the flinch hax will naturally happen, and you'll heal off residual damage. oh, and zen headbutt instead of ice punch. there are only 3 dragons that you need to worry about, and you can naturally flinch hax them to death. kingdra being the only you'd switch on after paralysis. oh, and put 6 in HP rather than def. it gives some extra bulk for both def and sp. def.

here's the general rule: 4 hp 252 atk/sp.atk 252 speed is always what you want to do to a natural sweeper, unless it has some way to boost its speed, then just make the end result 396, which outspeeds the entire OU metagame.

2. Totally forgot about Recover. /Fail. Lol
3. And yes, Jolly for Band, Adamant for Scarf.
4. True, Unburden can be fun like that lol, but Overgrow + STAB Leaf Storm/Solarbeam = Insta-OHKO. But both choices are equally viable. In other words, they're both great lol

And great idea on your added suggestion, didn't think of Zen Headbutt either, and yeah Kings Rock only boosts the hax rate by 6% with Serene Grace if I'm correct, either way you're chances of getting a flinch are doubled.

And great General Rule, I'll have to keep that in mind ! lol
